How we count

Every certificate is reproducible. Here is exactly what the inspector does, and what it does not do.

What we inspect

The homepage of the domain, nothing else: https://domain/, following up to 5 redirects. We ask for the US-English version (the inspector runs from a US data center and sendsAccept-Language: en-US). If a homepage still sends us to another country's edition, such as/fr-fr/, we request /en-us/ instead.

We read the HTML as served, without running JavaScript. Text from script, style, noscript, template, svg, iframe, object and canvas elements is ignored. Text that a page only injects with JavaScript is not counted.

What we count

Four JavaScript regular expressions, applied to the visible text after HTML entities are decoded and whitespace is collapsed:

Counts asRegexCase
Violation (“AI”)/\bA\.?I\.?\b/Exact: “ai” and “Ai” do not count
Violation (“AI”)/\bartificial[ -]intelligence/iAny
Compliant (“SI”)/\bS\.?I\.?\b/Exact: “si” does not count
Compliant (“SI”)/\bsuper[ -]?intelligence/iAny

“OpenAI” and “ai.gov” are not violations: the acronym needs a word boundary on both sides and capital letters. “Artificial Intelligence (AI)” counts twice, because it says it twice.

Score and verdicts

Score = SI ÷ (AI + SI) × 100, rounded down. 99.9% is not 100%.

  • Certified Super Idiot: 50% SI or more. The site complies.
  • Insubordinate: a federal agency from our list below, or a .mil homepage, below 50% SI. Federal agencies are the ones the order addresses. State and local .gov sites are not, so they are treated like everyone else.
  • Still Artificially Intelligent ✓: anyone else below 50% SI. Nobody ordered them to change; we congratulate them.
  • No Intelligence Detected: neither “AI” nor “SI” on the homepage.
  • Refused federal inspection: the site answered 401, 403, 429 or an anti-bot challenge.

We never guess anyone's intent. Only the counts speak.

Manners

  • User-Agent: idio.si-compliance-bot (+https://idio.si/how)
  • We obey robots.txt: the idio.si-compliance-bot group if there is one, otherwise*.
  • At most one inspection per site every 6 hours, however many people ask.
  • 8 second timeout, 2 MB maximum, homepage only.
  • Certificates quote at most three short excerpts of a page.

When each measure was taken

Every certificate shows the date and time (UTC) of its inspection, and the Hall of Shame shows the age of every line. These homepages are re-inspected every 6 hours:

Federal: ai.gov, america.gov, whitehouse.gov, usa.gov, commerce.gov, nist.gov, ntia.gov, energy.gov, war.gov, state.gov, treasury.gov, justice.gov, dhs.gov, hhs.gov, ed.gov, dol.gov, transportation.gov, usda.gov, doi.gov, hud.gov, va.gov, nasa.gov, nsf.gov, gsa.gov, opm.gov, ftc.gov, fcc.gov, sec.gov, epa.gov, sba.gov, ssa.gov, irs.gov, cdc.gov, nih.gov, fda.gov, uspto.gov, census.gov, noaa.gov, cisa.gov, fbi.gov, darpa.mil, digital.gov.

Opt out

Add this to your robots.txt:

User-agent: idio.si-compliance-bot
Disallow: /

At its next visit, the inspector stops at your door and deletes every certificate and excerpt it kept for your site. Only the refusal remains. Sites in the Hall of Shame are revisited within 6 hours; any other site is revisited the next time someone inspects it, which anyone can do from thehomepage once 6 hours have passed since the last inspection.

What we keep

For each inspection: the domain, the counts, the date, the final address and the three excerpts shown on the certificate. Nothing about visitors: no cookies, no analytics, no IP addresses. To limit abuse, scans are rate-limited with an hourly, salted hash that expires after one hour, and the form uses Cloudflare Turnstile as its anti-bot check.

The order, for the record

  • September 29, 2026: an executive order tells federal agencies to say “Super Intelligence” or “SI” instead of “AI” (order,Politico).
  • “the word super is the best word of all and it's the simplest” (Business Insider, Forbes).
  • “It's not artificial, we all agree on that” (Politico).
  • Also floated: “Superior Intelligence (SI)”, “Extreme Intelligence (EI)” and “Supreme Intelligence (SI)” (Forbes, CNBC).
  • The official fact sheet still mentions “America's AI Action Plan” (fact sheet).
  • The signed agreement reads “President of the Unites States” (The New Republic,The Hill).
  • 11,000 .si domains were registered in a single day (The News, Netcraft). This is one of them.
